hi, all. i'm a translator from Moscow, Russia. I joined this forum because i have a question and i hope someone could help me.
there is a phrase that i cannot understand; to foster the discriminatory practice of the employer.
here is the sentence : The United States Constitution and some state constitutions provide additional protection where the employer is a governmental body or the government has taken significant steps to foster the discriminatory practice of the employer.
As far as I know, the word " to foster" means " to encourage".I did not understand the meaning of this very phrase. If it does not take you much time would you be so kind as to explain to me the meaning of this very phrase ( to foster the discriminatory practice - does it mean to encourage it?):confused:
my question may seem to be strange, but my job depends on whether i find the answer or not.
